We will be establishing a new Social Commissioning Group, which will look at the relationship between the state and social enterprise under European public law.
The group will initially consider the European Commission’s ‘Buy Social’ guidance and steps which can be taken to refresh, update and strengthen the guidance, in accordance with the recommendations of the expert group on social enterprise (the GECES).
The remit of the group will cover European law on procurement, State Aid and competition law, particularly as it relates to social enterprises and the social economy. This will include sharing information on recent trends and developments, such as the commissioning of social impact bonds, innovation partnerships and reserved contracts.
The group will be chaired by Julian Blake, a partner at Bates Wells Braithwaite in the UK who specialises in public law and social enterprise. Julian will be supported by Anna Kuusniemi-Laine, a partner at Castren & Snelman in Finland and a procurement expert.
